Solicitor General Tushar Mehta, who appeared for the Ministry of Home Affairs, argued that the four convicts have made deliberate attempts to cause a delay. He said that convict Pawan Gupta not filing a curative or mercy petition is deliberate and calculated inaction.

“Nirbhaya convicts are not entitled to any further time under the law. It is too much arrogance to say the Centre and the Delhi government did not do anything till now,” Solicitor General Tushar Mehta to Delhi High Court as quoted by India Today.
