Minister of State for Home Affairs, G. Kishan Reddy on July 9th, 2019 told the Lok Sabha that the central government has revamped the earlier Modernisation of Police Forces Scheme and approved the implementation of the umbrella scheme of “Modernisation of Police Forces”.
“The scheme not only has a focused approach to specific theatres like Left Wing Extremism affected districts, Jammu & Kashmir and the North Eastern States but also has a vastly enhanced outlay of Rs. 25,061.90 crores,” he said.
The umbrella scheme has two verticals – Security Related Expenditure (SRE) of specific theatres and Modernisation of Police Forces.
“The government has approved a total outlay of the umbrella scheme is Rs. 25,061.90 crores with Central share of Rs.18,636.30 crores and State contribution at Rs.6,425.60 crores for the Northeastern states,” Reddy said in a written reply to question in the Lok Sabha.
Reddy further said, “The scheme is focused on facilitating targeted interventions and ‘mobility’ and ‘construction of police infrastructure including housing’ are now permitted in case of Jammu & Kashmir, insurgency affected the NE States and Left Wing Extremism (LWE) affected Districts.”
Three Himalayan States – Jammu & Kashmir, Uttarakhand and Himachal Pradesh and eight North Eastern States including Sikkim are eligible to receive financial assistance on 90:10 Centre: State sharing basis. The remaining States are eligible for financial assistance on 60:40 Centre: State sharing basis.
