The Kamrup Metropolitan District Administration will issue passes for essential service to regulate the movement of people in the state during the three-week lock-down period to contain the spread of novel coronavirus (COVID-19).

The new system is aimed at easing the movement of people associated with essential services. The passes would be given for a limited number of people after ascertaining the need for issuing such a pass.

The NIC Assam State Centre has developed the software called e-Pass for Essential Service for issuing passes for essential service during the lockdown period.

The software has been hosted in the Cloud environment is a generic one and can be implemented by any district/sub division.

The software has features of applying for vehicle pass from anywhere, approving by the designated authority authorised by the Deputy Commissioner, giving SMS alerts to the applicant, downloading of the pass by the applicant and so on.

Prime Minister Narendra Modi declared a complete three-week nationwide lockdown starting midnight of March 24th, 2020 emphasis that it was the only way of breaking the COVID-19 infection cycle.

All transport services – air, rail and roadways – will remain suspended until April 14th, 2020. Banks, ATMs, petrol pumps, hospitals and grocery shops have been exempted from the lockdown.

It may be mentioned, the Central Government has allowed transportation of all goods, without distinction of essential and non-essential during the nationwide coronavirus lockdown period.

According to the letter by Union Home Secretary Ajay Bhalla to States and Union Territories, the delivery of newspapers, supply chain of milk collection and distribution, supply of groceries including hygiene products are to be allowed.
